These are overall-score thresholds. Do not reuse one generic table for every section, and do not treat IELTS or CEFR estimates as an institution's official requirement. Confirm both overall and section minimums with the receiving organisation.
Start with the total score, then check the four section scores. Many universities list an overall minimum but also require minimums in Speaking, Writing, Reading, or Listening. A total score that looks acceptable may still fail if one section is below the required threshold.
If your score is below target, review the section breakdown and current retake rules before booking again. Use timed practice to check whether the relevant weakness has changed; a total-score conversion cannot show whether a section score satisfies a programme's individual minimum.
